The movie begins with a flashback to the year 1984, when a group of Sikh men are brutally killed by the police in a fake encounter after being falsely accused of being terrorists. One of them is Jaswant Singh (Raj Zutshi), who is the brother of Kripal Singh (Om Puri) and the friend of Jaimal Singh (Kulbhushan Kharbanda). Kripal and Jaimal are devastated by Jaswant's death and vow to take revenge on the police officer who killed him, Vohra (Kanwaljit Singh).


Meanwhile, Veerendar (Tabu), who is Jaswant's fiancee, is also harassed by Vohra and his men. She escapes from them and takes shelter in Kripal's house. There she meets Jaimal's son, Jassi (Chandrachur Singh), who falls in love with her. Jassi is a simple and innocent young man who wants to live a peaceful life.
